Goulburn Valley Water Managing Director Dr Steve Capewell has been appointed as the new Managing Director of Goulburn-Murray Water.

Goulburn-Murray Water is Australia’s largest rural water corporation, managing an extensive and complex irrigation network that underpins one of the nation’s most important food-producing regions. The role is of significant scale and national importance, supporting agricultural productivity, regional communities and the sustainable management of water resources.

Dr Capewell will conclude his role with Goulburn Valley Water in early July. He replaces outgoing Managing Director Charmaine Quick, who has led Goulburn-Murray Water for seven years.

Reflecting on his appointment, Dr Capewell said he was immensely proud of his time at Goulburn Valley Water and the work achieved alongside colleagues and the broader community.

“I have been incredibly proud to be part of Goulburn Valley Water and to have worked alongside such a committed and capable group of people,” he said.

Goulburn Valley Water Board Chair Mark Stone congratulated Dr Capewell on his appointment, acknowledging both the significance of the role and his contribution to the organisation since commencing in 2020.

“On behalf of the Board, I sincerely congratulate Steve on his appointment,” Mr Stone said.

“This is a significant leadership role within both the Victorian and national water sector and reflects the strong reputation Steve has built through his leadership at Goulburn Valley Water.

“Steve has built strong relationships with our customers, communities, government and industry stakeholders, and helped position the organisation to respond to major challenges and opportunities facing the water sector, including significant flood and fire events across our region.”

“We wish Steve every success in the next stage of his career,” he said.

Since joining Goulburn Valley Water in 2020, Dr Capewell has led a period of sustained stability and transformation. Under his leadership, the organisation strengthened its strategic direction, deepened its customer focus, and enhanced organisational performance, capability and culture during a period of considerable challenge for the sector.

Dr Capewell has also developed GVW’s Strategy 2035, positioned the organisation strongly for its next price submission, and reinforced Goulburn Valley Water’s role as a trusted partner supporting regional growth and liveability, while advancing long-term water security, climate resilience and sustainability initiatives.
