Water Plan On 1 January, 2004, the Essential Services Commission became responsible for the economic regulation of the Victorian water sector. The ESC is responsible for regulating prices, service standards and conditions of service for all Victorian water businesses. On 19 June 2008, The Essential Services Commission (ESC) released its final decision on water and sewerage prices for Victorian water customers to apply for five years from 1 July 2008.
