Water Restrictions - Stage 1 1. Private Gardens
1. Private Gardens (excluding grass or lawn within a Private Garden) must not be watered except by means of:- (a) microspray and drip systems which operate only between 7.00 pm (on alternate days) and 8.00 am (the following day); or (b) sprinklers which operate only between 6.00am and 9.00am (on alternate days).
2. Grass or lawn areas of a Private Garden must not be watered except by means of a sprinkler, microspray or drip system which operates only between 6.00am and 9.00am (on alternate days) and between 6.00pm and 9.00pm (on alternate days).
3. Private Gardens may be watered using a hand held hose, watering can or bucket, at any time.
2. Public Garden - watering
Public Gardens must not be watered except by means of:-
(a) microspray or drip systems which operate only between 7.00 pm and 8.00 am; (b) sprinklers owhich operate only between 7.00 am and 10.00 am and between 8.00 pm and 11.00 pm; or (c) hand held hose with a trigger device, watering cans or buckets, at any time.
3. Filling or topping up of ponds
1. New ponds must not be filled up for the first time without the written permission of the Authority.
2. Existing ponds must not be topped up or filled except topping up to their minimum operating level and then only by means of a hand held hose or watering cans or buckets filled directly from taps.
4. Fountains
1. Fountains must not operate unless they recycle water.
2. Water lost from fountains must not be replaced except by means of hand held hoses or by means of watering cans or buckets filled directly from taps.
5. Swimming pools or spas
1. Existing swimming pools and spas must not be topped up except by means of hand held hoses, or by means of watering cans or buckets filled directly from taps.
2. Portable children’s wading pools must not be filled except by means of hand held hoses, or by means of watering cans or buckets filled directly from taps.
3. Public pools and public spas may be topped up or filled at any time.
6. Dams and Tanks
Dams and tanks must not be filled or topped up except:-
(a) with the written permission of the Authority; or (b) in the case of dams or tanks providing water for fire fighting, public health or stock watering purposes, only to the extent necessary to reasonably provide for those purposes.
7. Sports grounds
Sports grounds must not be watered except by means of :-
(a) Sprinklers, microspray or drip systems, which operate only between 7.00 am and 9.00 am and between 8.00 pm and 10.00 pm; (b) hand held hose, watering cans or buckets, at any time.
8. Commercial market garden or plant nursery – watering of plants
No restriction
9. Mobile water tanks
Mobile water tankers, other than tankers directly involved in fire fighting, must not be filled except:-
(a) with the written permission of the Authority; (b) for domestic purposes; (c) for stock watering purposes.
10. Motor vehicle dealers’ vehicles – cleaning
Water must not be used to clean vehicles associated with a licensed motor vehicle dealer except by means of:-
(a) watering cans or buckets filled directly from taps; or (b) a hose with a trigger device and then only to initially wet, or rinse vehicles after, washing.
11. Food transport vehicles – cleaning
Water must not be used to clean vehicles used for food transport except by means of:-
(a) hose with a trigger device; or (b) watering cans or buckets filled directly from taps.
12. Other vehicles – cleaning
Water must not be used to clean vehicles except by means of:-
(a) automatic washing systems; (b) commercial car wash facilities using a hose with a trigger device discharging not more than 13 litres per minute; (c) watering cans or buckets filled directly from taps; (d) a hose with a trigger device and then only to initially wet, or rinse vehicles after washing.
13. Paved areas - cleaning
Water must not be used to clean paved areas unless cleaning is required as a result of an accident, fire, health hazard, construction, building or like activities, storm or other emergency.
14. Window cleaning Water must not be used to clean windows except by means of:- (a) a hose with a trigger device; or (b) bucket or watering can filled directly from a tap.
15. Construction industry – use of water in
Water must not be used in construction, building or like activities except:-
(a) by means of a hose fitted with a trigger device; (b) construction equipment which relies on a water supply for its safe and efficient operation, provided such equipment is operating within specifications and in a manner to the satisfaction of the Authority; (c) buckets or other container filled directly from a tap; or (d) water used in the normal course for initial testing or flushing of pipes or other infrastructure; (e) with the written consent of the Authority.
16. Animal husbandry
Water must not be used in respect of animals except for:-
(a) drinking by animals; (b) cleaning of animals; (c) cleaning of pens and yards and then only if that cleaning is carried out by means of a trigger device.
17. Commercial poultry farms
Water must not be used on a commercial poultry farm except by means of:-
(a) sprinklers used only for cooling and then only between 6.00 am and 9.00 pm; (b) fogging systems may be used at any time.
18. Water toys
Water toys must not be used unless a person over the age of 18 years is present and supervising to ensure excessive water is not used.
19. Purpose not included in any other item or description of this By-Law (including this Schedule) other than for use for domestic purposes.
Water must not be used without the written permission of the Authority except for domestic purposes.
Note: Alternate days means a system for designating days of water use or days upon which water use may commence, such that – a) for a property with an odd street number water may be used on the odd numbered days of the month; b) for a property with an even street number or no street number, water may be used on the even numbered days of the month; c) for a property bearing any number or no number in the street, water may be used on the 31st day of any month.
